Once upon a time back in 2011 Michael Barrett, Bill Smith, and I authored a paper on ideas for combating cybercrime. They ideas were mostly in the areas of internet governance and public policy rather than tech. That paper has long since vanished from the PayPal website, but I'm republishing it here since it was formally widely available.
